On August 15, 2013 within the project "Improvement of quality and efficiency of administrative services provided to the population of Ivano-Frankivsk region through cooperation between communities and authorities" was held a seminar-workshop for deputy heads of district state administrations as well as for specialists of permitting centers from the districts of Ivano-Frankivsk region.
Seminar was devoted to consideration of issues related to creation and organization of centers for administrative services.
Deputy head of Ivano-Frankivsk Regional State Administration Igor Zvarych welcomed the participants with the beginning of project implementation, stressing that improvement of administrative services’ provision is now one of the priorities of government policy and important part of administrative reform.
During the seminar, deputy head of Ivano-Frankivsk City Mayor Ruslan Panasiuk acquainted the participants with the history of creation, structure, services’ list and basic principles of activity of center for administrative services. He said that, European experience was used: "Europe – is service and quality in center of which stands a human” - these three components were put in activity basis of administrative services center" (Ivano-Frankivsk Center for Administrative Services was launched in October 2010).
Head of center for administrative services Nadia Prokopiv-Starchevska told about the main normative legal acts, which regulate the activity in provision of administrative services in Ukraine, including the latest innovations. Issues on legislation that regulates activity in provision of administrative services has caused lively discussions. In fact, according to the orders of the Government and the President of Ukraine, center for administrative services must be launched in regional centers since December 1 this year.
Deputy head of Economics Department of Ivano-Frankivsk Regional State Administration Svitlana Shkunda stressed that creation of centers for administrative services does not involve increase in staff of district state administrations. On the other hand, centers for administrative services can receive documents and provide administrative services to state officials of relevant agencies that previously provided administrative services separately.
Project manager Lesia Aronets acquainted participants with the aim of project, its main activities and expected results. She has also reported that Ivano-Frankivsk region must become first region in Ukraine, where regional centers for administrative services will combine all provided services into a single network and develop their standards.

Ivano-Frankivsk Regional Center for Investment and Development is the associate partner of the Project, implemented by the Youth Public Center "Etalon" in partnership with Ivano-Frankivsk Regional State Administration, NGO "Agency for Private Initiative Development", Executive Committee of Ivano-Frankivsk City Council, NGOs from Poland and Estonia. Project donor is the European Commission.
According to the results of project implementation it is planned to launch three district centers for administrative services in Ivano-Frankivsk region, namely: Nadvirna, Kalush and Kolomyia as well as create the network of provision of administrative services to the regional population; implement new ways of administrative services provision and establish cooperation between NGOs and local authorities.
