In 2012 – 2014 the transfrontier Ukrainian-Romanian project ‘Local Development and Preconditions for Border Pass Opening and Motorway Construction across the Ukrainian-Romanian State Border in Shybene Verkhovyna District Ivano-Frankivsk Oblast of Ukraine and Poenile-de-sub-Munte Maramures county of Romania’ made specific and fundamental steps to the motorway construction and opening of the border crossing point on the Ukrainian-Romanian state border in the area of Shybene (Verkhovyna district of Ivano-Frankivsk region) and Poenile-de-sub-Munte (Maramures county of Romania).

Specifically, the project produced the appropriate planning and design documentation for the Iltsi-Shybene motorway construction and the border pass infrastructure, as well as the relevant economic and technical study was undertaken. The completed design and planning documents were provided to Ivano-Frankivsk Regional State Administration, as this authority would become the final beneficiary of the further construction projects.

The project team conducted an intense and effective lobbying campaign aimed at border crossing point opening on the state border. The campaign resulted with the Agreement of Regional Development of Ivano-Frankivsk Region signed between the Cabinet of Ministers of Ukraine and Ivano-Frankivsk Oblast Council where one of the joined activities was the border crossing point opening (joint activity 4).

The other significant result was the inclusion and adoption of the costs for motorway construction and border pass opening within the State Target Social Programme in Ukraine for Sport and Tourist Infrastructure Development in 2011-2022 according to the Cabinet of Ministers of Ukraine Resolution № 807 as of 17.10.2013, allocating 708 mln. UAH for the mentioned construction projects. 

The border crossing point perspectives were discussed during the meeting of project representatives with the Ministry of Foreign Affairs in Romania as well as at the round table events organized in Ivano-Frankivsk Region and Maramures County with participation of Ukrainian and Romanian diplomats, national authorities, businesses and community organizations from both areas.

The border crossing point opening and motorway construction are crucial for the economic and social development of remote mountain border communities in Verkhovyna district of Ivano-Frankivsk Region of Ukraine and Ruscova valley in Maramures County of Romania, fostering the creation of a modern ski resorts and other tourist, sports and recreational facilities and bringing significant capital investments into the local economy. 

According to the economic feasibility study conducted within the project, the investments to be attracted to the local communities resulting from the motorway construction and direct border crossing opportunities will support almost 10-22 thousand additional jobs. Tourism expenditures and local economy revenues from tourism for the first 5 years after the border crossing point opening will account for 530 mln. Euro. It should be mentioned, that there is no practically other alternative way to achieve such a socioeconomic impact for these border areas.
