In 2002, as part of BIZPRO (USAID) project, the Agency for Private Initiative Development established the first in Ukraine Registration One-Stop-Shop in Ivano-Frankivsk. 

At the time of One-Stop-Shop opening there was no practice of integrated business registration in Ukraine in a ‘single office’ format, while in other countries including Eastern Europe the registration offices or one-stop-shop facilities have successfully offered their services for businesses. The opening of business registration one-stop-shop was preceded by a study of practices and experiences of similar facilities in other countries, as well as thorough clarification of all aspects of registration procedures under Ukrainian law and operating practices of the registration authorities. In consequence of an expert work, consultations with registration authorities and numerous meetings of working groups, the comprehensive algorithm for registration of business entities was developed in detail providing all activities that require the participation of entrepreneurs to be rendered in a single office.

The Registration One-Stop-Shop in Ivano-Frankivsk was established as a structural division of Ivano-Frankivsk City Council Executive Committee. The format of operations involved the staff of city state registration department, representatives of registration departments from state tax authority, pension fund and other state social security funds, and the city department of the internal affairs authorized at that time to issue permits for the manufacture of seals and stamps. Thus, the Registration One-Stop-Shop provided the full range of formalities required for starting a business.

The official opening of Registration One-Stop-Shop took place on April 30, 2002, and was an excited event for the business community in Ukraine as the newly launched facility had no analogues in the country ever before. 

The establishment of the registration one-stop-shop allowed to significantly saving the time and cost of businesses and local entrepreneurs in setting up business, and the average duration of business registration has reduced threefold - from 23 to 8 days, as demonstrated by the monitoring survey of the first year of one-stop-shop operations. Furthermore, the mentioned survey showed virtually ‘zero’ level of corruption in business registration in Ivano-Frankivsk and significant increase in satisfaction from registration procedures among the business clients.

The one-stop-shop activity arose considerable practical interest of authorities from other cities and regions, as well as central executive authorities. The new facility became a reason to visit the city for numerous delegations from other municipalities. The practice of the Registration One-stop-shop in a single office format had a significant impact on the content of the Law of Ukraine ‘On State Registration of Legal Entities and Individual Entrepreneurs’, adopted on 15.05.2003, that is in a year after one-stop-shop launch. Since 2010, the Registration One-Stop-Shop joined the Centre of Administrative Services in Ivano-Frankivsk.
