The city of Dolyna is one of the most active cities in the Carpathian region in terms of implementing electronic services for the population. Svitlana Sapetna, the head of the Dolyna City Executive Committee, introduced us to how administrative services are being optimized in the city and a community register is being created. P. Svitlana is a participant in a study tour of e-government practices to Estonia and Sweden in 2013, which was organized within the framework of the project “Development of e-government in the Ivano-Frankivsk region of Ukraine” by the Agency for the Development of Private Initiatives.

In accordance with the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on Expanding the Powers of Local Self-Government Bodies and Optimizing the Provision of Administrative Services”, the position of registrar of a territorial community was introduced into the structure of the Dolyna City Council. Since June 8, administrative services regarding registration of the place of residence, registration of the place of stay, deregistration, issuance of certificates of registration and family composition have been provided by an employee of the Dolyna City Council. At the same time, a territorial community register is being formed. For this purpose, software has been created that allows creating databases of citizens registered in the city of Dolyna and forming an address system. To date, such a database already includes about 8,300 homeownerships, and about two thousand city residents have been entered into it, which is almost 10% of all city residents.

 

To promptly form a territorial community register, the city council has requested the State Voter Register Department to transfer information from the State Voter Register to create a territorial community register in one go, as stipulated by the Central Election Commission Resolution No. 55 of February 17, 2016. Such a transfer must be made within 10 business days. We will be able to form a 90% territorial community register. This is due to the fact that the voter register contains information only about persons over 18 years of age.

 

As for issuing certificates of family composition, a city council employee (the registrar of the territorial community) issues a certificate to a person and enters the information into the database. Of course, this takes some time. Therefore, queues are currently forming outside the office, especially in the morning. However, people who apply for a certificate again do not need to submit documents again; the certificate is issued instantly.

 

“Our goal,” notes Ms. Svitlana, “is to form a register of the territorial community as soon as possible and to establish a process for transferring information between the city council and other state structures, so that in the future people do not carry certificates from institution to institution, and the process of exchanging information takes place without the participation of service customers. Similar changes will take place in the city council. We have begun reviewing all information cards for the provision of administrative services in order to identify documents that can be transferred between city council departments without the participation of the customer. This will greatly facilitate the process of collecting and submitting documents for citizens.”
