Experts from the DESPRO project decided to help communities understand these issues.

Four manuals were developed:

• Organization of office work and ensuring the circulation of information

• Powers of local governments in the field of urban planning

• Application of land legislation in the activities of local governments

• Budget process / State procurement in local governments

The manuals can be downloaded in electronic form HERE.

The books in the series are available for free copying, reprinting and distribution by all means, if this is done free of charge for the end user, and if such copying, reprinting and distribution includes a mandatory reference to the authors and the subject of property rights to this information and developments.
