The project goal was to conduct monitoring of the permits one stop shops’ activity in Ukraine, to develop recommendations as for improvement of one stop shop performance. With this aim, the ACTION project crated the Coalition of civil society organizations, which included six experienced organization from Ukraine specialising on business sector development. The monitoring has been conducted in 7 regions of Ukraine at 17 Permits One-Stop-Shops. The Agency played the role of leading implementing partner (the coordinator) of the mentioned Coalition; provided expert and methodological accompaniment; managed the division of functions, tasks and responsibilities in regards to monitoring performance between the Coalition participants; conducted the informational support to the Coalition activities; organized the Coalition quarterly meetings; gathered and systemized reports from the Coalition participants.
Project outputs and results: The Agency developed an outstanding joint monitoring methodology (set of tools) and applicable instructions for coalition participants.
The monitoring was organized and conducted at 17 Permits one-stop-shops. Along with overlooking the monitoring process in all target localities, the Agency also performed monitoring of Permits One-Stop-Shop in the city of Ivano-Frankivsk.
The monitoring in each target location included business customer survey, interviewing of officials from State Committee of Ukraine for Regulatory Policy and Entrepreneurship, representatives of permits bodies and administrators of Permits one-stop-shops in the project target localities. As part of the monitoring process the analyses of current legislation regulating the activity of Permits One-Stop-Shops and process of service delivery was performed.
The Agency has prepared the National Report based on the results of the monitoring containing professional findings and recommendations for improvement of Permits one-stop-shops operations in Ukraine. Report also included the best practices of Permits One-stop-shop operations in Ukraine (identified, analysed and described by the Agency).
The special final presentation event was organized in Kyiv (February 2009) in order to publicize the monitoring results to the wider audience of stakeholders, counterparts and public. Among the event participants there were members of Ukrainian Parliament and representatives of central and local authorities.
Recommendations elaborated by the Agency following the monitoring results became the basis for the specific Regulation of the Cabinet of Ministers of Ukraine ‘On measures to streamline the issuance of permits in the sphere of economic activity’ (approved on 21.05.2009 under # 526), and were subsequently considered in the Law of Ukraine ‘On amendments to the Law of Ukraine ‘On permits system in the sphere of economic activity’ (adopted on 11.02.2010 under # 1869 –VI). In addition, a new version of Typical provisions for Permits One-Stop-Shop administrator and Procedures for interactions between administrator, the local permits authorities, business entities and territorial authority were elaborated and approved by Order of State Committee of Ukraine for Regulatory Policy and Entrepreneurship dated 02.10.2009 under # 176.
