The project purpose was to discuss aspects of administrative reform at the local level and to promote sustainable patterns of interaction between representatives of NGOs, local governments, political parties, citizens and businesses as a mechanism of influence on decision-making at all authority levels in the context of administrative reform by 2006.

Project outputs and results: The Agency has established at its base the Support Centre for Administrative Reform, and Centre’s Public and Expert Councils, the relevant regulations were developed and introduced. The Agency has organized and held 8 working sessions of these councils, held public information campaign highlighting administrative reform issues; 36 publications were provided in mass media. In addition, 2 round tables were held; the Centre’s Bulletin was published and distributed; the project final conference was held to disseminate project results. Besides, a separate round table discussion was held on television. During the project, through its public and expert councils, and by citizens participation the Agency developed and transferred to local authorities a number of documents, including: a package of proposals as for reforming of system of local authorities; the conclusions and proposals to the draft Law of Ukraine ‘On Amendments to the Constitution of Ukraine’ (Reg # 3207-1); and proposals to the legislation of Ukraine in the part of local executive government and local self-governments system. The Agency also elaborated the findings as for number of issues including improving the current system of local executive government and local self-governments, judicial system, concerning the introduction of proportional system in the formation of local councils, and others. The Agency developed special Guidelines concerning discussion of principles of administrative reform addressed to local governments and other NGOs in Ivano-Frankivsk region.
