The program was aimed at creating pilot permits centres (one-stop-shops) that provided services in the single office format. As part of the programme, the Agency served as a regional partner and has established permits one-stop-shops in cities of Ivano-Frankivsk, Kalush and Kolomyia of Ivano-Frankivsk region.
Project outputs and results: Creation of the first in Ivano-Frankivsk Permits one-stop-shops in the cities of Ivano-Frankivsk, Kalush, and Kolomyia, that started to provide services for businesses in the single office format.
The Agency has analysed all permits procedures and conducted sociological focus group research and, as such, proposed the simplification of procedures for permits obtaining and technical provisions, drafts of appropriate regulations and analysis of their regulatory impact; developed relevant programs for accounting and passing documents within the one-stop-shop (including automated control system ‘Permits Centre’); purchased computer and office equipment and furniture. Through the establishment of Permits one-stop-shops, the business entities were able to obtain permits and approvals for their business activity following the simplified and optimized procedures, and therefore – they were able to save their time, efforts and money. The experiments and innovations in the creation of one-stop-shops in Ivano-Frankivsk region have been largely used in the development of the Law of Ukraine ‘On permit system in the sphere of business activity’, adopted on 06.09.2005.
Besides, the Agency has developed and presented the first Investor Road Map in Ukraine (for investors in the tourism industry sector).
