The project aimed at simplification of existing procedures for business registration and introducing the model of business registration office to be the first in Ukraine operating in a single office format. The project also aimed at capacity building of business associations, awareness raising amongst citizens who plan to start their own business and to expand market knowledge and skills of existing businesses. 

 

Project outputs and results: development and introduction of normative acts monitoring system that regulate entrepreneurial activity in the city of Ivano-Frankivsk; conduction of survey of business registration impediments, development of simplified mechanisms for business registration procedures; conduction of negotiations with all registration institutions and signing of Memorandum on business registration simplification in Ivano-Frankivsk; development of appropriate legal provisions (Registration one-stop-shop Provisions and Functioning and technical specifications and procedures); development of soft ware for one-stop-shop operations; opening of Business Registration One-stop-shop in Ivano-Frankivsk. The Registration one-stop-shop was the first in Ukraine starting to provide services in the single office format. The establishment of the registration one-stop-shop allowed to significantly saving the time and cost of businesses and local entrepreneurs in setting up business, and the average duration of business registration has reduced threefold - from 23 to 8 days. The practice of the Registration One-stop-shop in the single office format had a significant impact on the content of the Law of Ukraine ‘On State Registration of Legal Entities and Individual Entrepreneurs’, adopted on 15.05.2003. Besides, the Agency trainers and consultants conducted 20 one-day information sessions and provided 48 individual consultations for people interested in starting their own businesses and representatives of small businesses in the early stages of development (subjects - review of business climate in Ukraine, methods of evaluation of business ideas, goals and methods of marketing and business-planning, requirements for tax accounting and reporting, financing opportunities, access to funding and technical assistance programs, management basics, marketing, and sales techniques).
